Ukraine has shifted the administrative coordination of PlayCity, its gambling regulatory body, from the Minister of Digital Transformation to the Prime Minister.
This decision was made official by the Cabinet of Ministers of Ukraine through Resolution No. 1133 on September 17, 2026.
As per the new order of the Ministry, PlayCity will now operate directly under the Prime Minister’s supervision. Prior to this arrangement, in the past few years, PlayCity was supervised by the Minister of Digital Transformation. PlayCity has taken over as the government body which is responsible for regulating and controlling gambling in Ukraine.
PlayCity was established as part of the reforms in the gambling industry in Ukraine in 2025. Now, this agency is in charge of issuing licenses for gambling activities and dealing with illegal gambling.
The new resolution changes only the organizational structure of PlayCity and leaves its regulatory powers intact.
This decision has come right after the change of the management in PlayCity. The head of the agency, Hennadiy Novikov, was dismissed from the government on August 26.
