Brazil’s regulators have directed banks and payment systems to close accounts of illegal gambling operators within one day.
On September 14, 2026, the superintendence published Ordinance SPA/MF 2,750 replacing the regulations enacted in March 2025. Payment systems, banks, and payment initiators are required to monitor the operations of illegal gambling operators.
Once informed by SPA about illegal gambling activities, the organizations must close the specified account within one day and stop making payments to such operators. Besides, the organizations must report to SPA within two days.
The ordinance provides a list of signs of gambling transactions:
- Multiple small transfers
- Significant increases in operations
- Suspicious operations of the account holder
- The use of terms like bets, bonuses, payments, etc
- Changes of Pix keys, QR codes and payment link
- Use of third persons’ accounts to transfer the funds.
These new regulations supplement the existing taxation law of Brazil, enabling the financial organizations to be liable for taxes incurred by illegal operators if they do not stop making payments within the specified time frame.
As reported by the Ministry of Finance of Brazil, over 50,000 illegal betting sites have been blocked since October 2024.
Financial institutions now have 30 days to adapt their systems to the new rules.
