Starting November 1, Senegal officially implemented a 20% tax on player winnings under Law No. 17/2025.

For land-based betting venues, the tax took effect immediately on November 1, while for online betting operators, it will come into force in mid-November.

The tax is automatically deducted from payouts — for example, if a player wins $160, they will receive $128, while the remaining $32 will go to the state. According to the authorities, this measure is intended to serve as a “contribution to the country’s development.”

This reform is part of Prime Minister Ousmane Sonko’s economic recovery plan, aimed at strengthening the national economy and ensuring greater regulation of the gambling industry.

In addition, the government is currently drafting a new bill that would introduce an additional 20% tax on operators themselves, further increasing state revenue from the gaming sector.
