Uganda’s Parliament introduced new bill, setting a single 30% tax rate across betting and gambling activities.

The bill was presente don on April 1, 2026 by State Minister for Finance, Planning and Economic Development (General Duties), Henry Musaasizi.

The Commission notes:

The proposed tax is computed on net winnings as opposed to applying a uniform thirty percent Gross Gaming Revenue to both betting and gaming activities, including land based and live casinos.

As the licensed operators in Uganda prepare to adopt the latest tax amendments, regulators are already moving forward with a Centralized Payment System that will revolutionize the way wagers and payouts are processed.

This proposal, contained in the Tax Procedures Code (Amendment) Bill of 2025, seeks to make casinos, betting firms, and other operators channel all transactions through a single gateway.

By basing the scheme on a uniform agreement, the government is active in its struggle with compliance as it intensifies its revenue base for the national budget for 2026-2027.
