Spain’s Ministry of Consumer Affairs has issued €3.5m in fines against 26 licensed B2C gambling companies – including Betfair, 888, and Codere – as part of its latest enforcement round.
The Directorate General for Gambling Regulation (DGOJ) published the new actions on 25 November, detailing €33.5m in total penalties and the blocking of six unlicensed websites, covering 32 regulatory violations by online operators.
With this latest announcement, the Pablo Bustinduy-led ministry has now imposed €111m in online gambling fines across 58 enforcement actions in 2025.
Six of the newly announced penalties were classified as “very serious,” targeting offshore operators offering gambling without a Spanish licence. Each of these companies faces a €5m fine and immediate website blocking.
The other 26 sanctions were labelled “serious” and applied to licensed operators that violated Article 40 of Spain’s Law 13/2011. These fines totalled €3.5m and varied depending on the nature of each breach.
Among the penalties:

888 Online (evoke) was fined €250,000 for failures related to approved software, communication systems, and technical compliance.

Betfair received a €100,000 fine for shortcomings in responsible gaming and player protection obligations.

Beatya Online, part of Novomatic, was penalised €300,000 for technical non-compliance involving software and communication systems.

Electraworks Ceuta (Entain) must pay €512,000 for three violations, including allowing prohibited individuals to access gambling and two additional technical breaches.

Codere was fined €17,500 for its own technical infraction.
The six unlicensed operators fined €5m each and blocked from operating in Spain are XYZ Entertainment, Moonrail Limited, EOD Code SRL, Samaki, Lone Rock Holdings, and Novaforge.
